Shaymardarov Tursunkul Mingkabilovich was born on June 15, 1957 in Denov district. In 1964-1974, he graduated 14th school in Denov district. In 1975-1980, he graduated from the "Architecture" faculty of the Institute of Architecture and Construction named after Mirzo Ulug'bek in Samarkand. From 1985 to 1990, he studied graphic design and lithography at "Senej" in Moscow under the guidance of People's Artist of the USSR Goga Seretelli. In 1990, he was admitted to the Union of Artists. In 1991, he held his first personal exhibition in Samarkand. Since 1985, he has participated in many exhibitions held in the republic. In 1997, he was admitted to the Union of Artists. In 2005, he moved to Termiz, Surkhandarya. It began to affect the work of the artist. He began to embody the image of people living in Surkhandarya in his works. Since 2006, he has been the chairman of the Surkhandaryo Association of Artists. In 2007, he was the winner of the "Greatest and Dearest" Republican event. In 2018, a personal exhibition called "Song of Surkhan" was held in Tashkent.
